Mutes people who spam in emerald for a little bit. Works by monkey patching a function that recieves the messages.

This way how this extension monkey patches (changes a function by making the function just run a bunch of your code and then itself) a function to just checks if someone posts messages too fast and if they do then it mutes them for 60 seconds.
