Reload web content from files on disk when they are modified.

This use a native python app that monitors local filesystem and notifies the extension when changes on files occurs on disk. Files can then be loaded from disk through the same native app. Mappings from urls to local file is managed by a regex replace configured in the extension settings panel. Only CSS files are supported for now.
